Before the villagers kind of start looking at her like she's just eaten their children, thanks to her dragon issues, Jordan's going to talk to Sylvia about the villagers banding together and forming some sort of council.

It'll basically be like:

Look, I know you guys have had an easy time of it before we arrived, with everyone playing their own part around here, but the world's changing. I'm sorry because I'm really sure that's our fault, but it's probably a good idea if you change with it instead of forcing yourselves to carry out the same actions you've been doing for fifty years. It's an idea from a Hero, but I definitely don't think you have to tell other people that. But you do need some form of leadership here, or other people from different villages and towns or whatever else is out there that is bigger and better put together are going to come here and they're going to take over. They'll conquer, because there's only so much space in Loria, I'm assuming.

We need to help each other out, Astorians and Heroes. But we can't do that if there's nobody we can turn to as a unified front of Astor.
